This month marks our 8th birthday so I’d like to extend my thanks to all our clients for your support. The last two years have been challenging for many due to the world’s economic situation, but fortunately in New Zealand the government continues to support infrastructure investment, demonstrated particularly with the Roads of National Significance projects.

I have just returned from the ITS Conference in Ottawa and visiting colleagues in the USA, at Caltrans and the Golden Gate Bridge. It’s exciting to see new technology and learn what other ITS experts are doing around the globe. The dominant themes were safety, traffic controls and carbon reduction.

Technological advances in communications such as vehicle to vehicle, and vehicle to infrastructure communications have the potential to significantly reduce serious crash rates. Infrared detection, traffic management technology and optimised use of traffic control systems are just a few areas we are exploring for New Zealand.

By continuing to follow international innovations and advances in ITS, we look forward to assisting our clients to find new ways of improving New Zealand’s transport systems.

  Procurement is a large part of our business and our procurement experts continue to learn from international best practice and trends so we can help our clients get better results.

At the Alliance Contracting Excellence Summit in Sydney last month, Darren Cash was particularly interested to see the spotlight placed on the real value for money that an Alliance can bring. There is also an increasing focus on commercial arrangements for Alliance contracts and the importance of achieving high performance with governance teams.

This conference highlighted the various 'tools in the toolbox' that are available for collaborative contracts. 

"Choosing the right procurement strategy is a complex process,” says Darren. “And we want to advise our clients on how to best leverage them to get better results."

Trends also indicate a move towards varying relationship-based contracts, particularly Early Contractor Involvement (ECI) and other tailored versions of collaborative Design/Construct contracts. 

Darren has already applied some of the concepts from the conference for an existing client.

Expanding our knowledge and expertise in procurement, combined with our established international relationships in this area, will ultimately benefit our clients.

Resolve continues its involvement as contract administrator and this project remains ahead of schedule with the successful commissioning of the second rail line within the trench, the new Avondale station and the new train signals system at Queens Birthday weekend. This work completes the double tracking of the Western Line, which is a significant milestone for KiwiRail. The New Lynn station and surrounding road works are also well on target for completion before September
 
 
Under, over or both?
 
The Additional Waitemata Harbour Crossing (AWHC) project is analysing the best form for the next crossing (bridge or tunnel or combination of both) and its findings are due by the end of October.

Resolve Group has been involved in writing the RFP documents for the three separate contracts of Planning and Engineering, Economic Advice and Transport and Toll Modelling. We also assisted NZTA with the procurement process including the negotiation of the contracts, and played a lead role in project establishment to ensure that the three successful teams were able to start their work immediately. We are continuing our involvement in providing support to the NZTA project manager in a challenge and facilitation role.

We are also assisting NZTA with the development of the AWHC Network Plan, which includes ensuring that the connections for passenger transport - buses and possibly rail, arterial roads, land use and walking and cycling - are all addressed robustly.

Resolve Group is extremely proud of our involvement in this strategic project, particularly the expertise of Tom Morton, Darren Cash, Martin Leak and Terry Brown.

Melbourne's Whitehorse City Council is the latest organisation to start benefiting from GreenRide Connect (www.greenride.com).

 

Renowned for its breakthrough technology and user-friendly interface, this award-winning rideshare software is also sustainable and is helping take millions of miles off the road and prevent vehicle emissions of thousands of tons of greenhouse gases.

Available to over 39 million users and actively used by 140,000 people in the USA and elsewhere including Tauranga, GreenRide Connect can be used as a stand-alone implementation or as part of an integrated Transport Management System. Whitehorse City Council selected GreenRide Connect after a thorough RFP process, based on key criteria:

  • Robustness and scalability of software
  • Ease of use
  • A thorough implementation and marketing strategy
Resolve Group is the GreenRide agent for New Zealand and Australia and worked alongside Whitehorse City Council to seamlessly implement the technology. Feedback so far has been overwhelmingly positive!

North Shore City Council (NSCC) engaged Resolve Group to assist with an innovative new procurement approach – a modified Early Contractor Involvement (ECI) process. This was new to Council and came hard on the heels of the recently released NZTA Procurement Manual.

ECI offers several key benefits:
  • Attracts the best contractors and engineering
    resources at early stages
  • Develops a core team of top professionals
  • Provide visibility across the evolution of the project to ensure a shared vision of success
The East Coast Road project needed a procurement method that would offset the multiple risks and uncertainties that
arose during the development of the project risk register.

With full support from NZTA, and with Resolve’s assistance, NSCC opted for a modified tender process that provided tenderers with:
  • Greater opportunities to meet with stakeholders and clarify any queries and risks
  • Interrogate the existing complying design to ultimately suggest alternatives that reduced risks and improve project understanding

Resolve Group supported the NSCC team throughout the procurement process and were on the Tender Evaluation Team. Feedback from the tenderers was extremely positive, with all parties appreciating the collaborative environment that was fostered by the ECI process. The project is now under construction.

Resolve Group trio, Michael Kwok, Anthony Chiu and Gary Choromanski, attended the Ingenium conference in Christchurch last month and say it was well organised, inspirational, motivational and very entertaining.

In an inspirational address, Prime Minister John Key spoke of the government's commitment to investment in infrastructure of national significance in order to stimulate the nation to achieve economic growth. He challenged engineers to strive for innovation in all aspects of our business, and to use tools such as the internet and R&D to become more competitive on a global scale.

There was a myriad of brilliant speakers that left us either deep in thought, or falling off our chairs laughing. MC Pio Terei upped the conference energy with his great anecdotes and humour.

Catching up with other delegates was an important part of the conference. Everyone mingled at the quiz night and most people adhered to the dress theme for the Black and Red Evening, though one brave soul wore a yellow Hurricanes jersey and suffered jibes from Pio all evening! The spectacular Ingenium Excellence awards on the last night was all mingling, laughing and dancing!

To sum up, the 2010 Ingenium conference was a great opportunity to hear from talented and inspirational speakers as well as network with colleagues from across the country.

Congratulations to Anthony Chiu who has been awarded a Masters in Construction Management (MSCM) and also to Steve Griffith who has recently obtained his Engineering Registration: MIPENZ, CpENG and IntPE(NZ). Michael Kwok and Rob Lorden have both recently received their National Certificate in Civil Engineering Asset Management (Procurement Procedures). Michael and Rob along with Martin Leak and Garson Bell give Resolve Group four CPP Qualified Evaluators.

The client survey is part of our goal for continuous improvement and we are pleased to report that the feedback was overwhelmingly positive. But there is always room for improvement.
